Sayenko Kharenko acted as legal counsel to the shareholders and management of Helsi Ukraine (Helsi), the country’s leading digital healthcare provider, in connection with the sale of a 28% stake to Kyivstar, Ukraine’s largest digital operator.
This marks the second stage of Kyivstar’s strategic investment in Helsi, bringing its total ownership to circa 98%. Sayenko Kharenko supported the project at every stage (during the initial investment in 2022 and the recent buy-out) by providing comprehensive legal support, including transaction structuring, document drafting and negotiation, corporate advice, and support through signing and closing.

Helsi is Ukraine’s largest medical information system, with 29 million registered patients, 229,000+ daily bookings, and over 10 million mobile app downloads. Its platform is used by more than 1,500 healthcare institutions and 38,000 doctors across the country.
Kyivstar, a part of the global VEON Group (NASDAQ: VEON), serves over 23 million mobile and 1.1 million home internet customers in Ukraine. The company offers a wide range of digital services — including 4G, big data, cloud, cybersecurity, and digital TV – and has committed to investing USD 1 billion in Ukraine between 2023 and 2027.
